I haven't tested it so it is selling as is. The mounting hardware is still in its original packaging.

As you can see it has been opened but appears complete but the knobs Wren't in the box. It appears to be new and that's the way I bought it at a swap meet but it doesn't fit my application. I listed it as new because that's exactly what it appears to be but can't guarantee that.
